CiviGrant is lost - enabled, but no menu, no access - reproducible

I disabled, enabled (perhaps did 2x) the CiviGrant component and now I can't access it.  No menu, get access denied with URL.  API works.  Tried to rebuild menu.  Reproduced on current demo site: http://d46.demo.civicrm.org/civicrm/admin/extensions?reset=1 . How do I get Grants back?
