Update of contacts with "almost" the same email

One of our local email service providers has updated their domain name so that user1@localprovider.net and user1@newlocalprovider.net addresses both point to the same address.

I'd like to merge the contacts that are duplicates so that user1@localprovider.net and user1@newlocalprovider.net are the same record in the database.

I'm wondering how I might approach this problem? As is, I have cases where user1@localprovider.net and user1@newlocalprovider.net are both being sent messages and I want this to stop. I also have cases where user1@localprovider.net might asked to be unsubscribed from my email newsletter, and when this happens I want the do not email communication option to apply to user1@localprovider.net and user1@newlocalprovider.net.

I figure the best way is to have both emails attached to the same contact, but I'm haven’t found a way to do this via bulk upload or other tool.
