States and Counties as entities

I am with a political organization (Libertarian Party of Indiana) and I just finished migrating us to CiviCRM. We are really happy with how our data is able to viewed and segmented and acted upon.

An area I feel could be improved is the management of States and Counties. They are viewed as an attribute of different entitities, but for a national or statewide organization these geo-political labels also are a type of entity. In my own organization the most basic fact is "does a county have an affiliate or not?" from there we could go to active or non active

Contacts which reside in that county could then be flagged as member or non member

Additionally, we have county data which is unique to our state (custom)

Making counties an entity would allow us to administer counties, import counties (the database is nearly blank of county data to start) and as mentioned above, add custom fields to counties.

I have setup a developer environment and am wondering how to go about either engaging some to work on this or at least submitting my work for consideration.

I asked in #CiviCRM and they suggested to start with the forums.

I could imagine that would be really useful for some countries. From my Dutch perspective, we do not use counties or states in our addressing system.
