Add limit and offset parameters to CLI API

The new cli.php is very nice (-> https://civicrm.org/blogs/jamie/new-and-improved-cliphp-now-new-way-interact-api-v3)

But it still lacks the ability to specify a limit and/or offset (--limit does not work). That would be a pretty helpful improvement.
