Looking for CiviCRM Developer for short term work

Hello:

We are rebuilding an old site I 'inherited' a few years back. Have decided to stick with CiviCRM but am having some trouble with customizations and running low on time.

Looking for a Civi developer to mod or write code to refine the Shopping Cart checkout experience for events.
1) Restrict events registration to only logged in user (i.e. no adding additional participants by a user)
2) Only show the logged in user's name and email once no matter how many events that user has signed up for
3) Apply a percentage discount based on the number of events. e.g. 2 events 3%, 3 events 5%, 4 or more 7%.

I don't need a UI to mod the percentage vs. number of events but would need docs on how to mod the code to change events vs percent. If you have a demo site where I can make myself a user and try it out, that would be ideal. I'm not feeble with computers but new to civicrm, php, and mysql oh and drupal too. I thought I'd look for a challenge. Yeah, I found one that's for sure.

Registering for an event for only logged in users is already possible. You have a checkbox at an event to mark an event as public or not. If not public then the event is only visible to logged in users. For the registration with only name and e-mail address you can use profiles and to register just one person is also possible. It is all in the configuration of an event.

The only thing which might need some progarmming is the discount. However you might look into CiviDiscount (https://civicrm.org/extensions/cividiscount). I am not sure if this kind of discount is possible in CiviDiscount if not you might want to ask the developers of CiviDiscount to develop this future and so co-fund the CiviDiscount extension

Thanks for the help. Still a bit stuck though. Removing the Public Event no longer allows events to be listed in a Drupal view, regardless of login status. And when users go the the Checkout they still get the ability to to delete participants or add another participant. I want all of these selections gone.
