PHP 5.7 support

D8 has come out with support for PHP 5.7, which is going stable. Might be nice to evaluate scope of effort to make CiviCRM work on PHP 5.7 as part of 4.8 release cycle.

I would also add that Drupal also tests in PHP 7. Which is just around the corner
