CKeditor - Image properties - hangs when accessing server images

Selecting an image, right click to open image properties.

When server is accessed for images the popup box for KCFinder is blank and application hangs.  Can only recover by closing tab and restarting

When trying to access server images, application hangs and has to be killed.

Here is the request from log that causes the system to hang
GET /sites/all/modules/civicrm/packages/kcfinder/js_localize.php?lng=en HTTP/1.1" 200 - "http://(domain)/sites/all/modules/civicrm/packages/kcfinder/browse.php?cms=civicrm&type=images&CKEditor=crmUiId_1&CKEditorFuncNum=0&langCode=en" "Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/47.0.2526.111 Safari/537.36"

It seems to work ok on my copy of Civi. Can you enable debugging and backtrace, get the error message from your logs, and post it here?

Enabled debugging but no evidence of error in ConfigandLog, Drupal log or error_log.  Seems strange but I am over my head.

this is the url that opens dialog window - maybe unrelated to 4.7 but it works ok on 4.6.11 versions

OK, have found this on pre 4.7 instances.   Some working correctly, some not.  So, have to troubleshoot more to figure out the differences.   But not a 4.7 issue.

How many images are on the server?  I had similar symptoms when a misbehaving extension was generating thousands of images.
