Drupal 8 : is it required to install CiviCRM in the "libraries" folder?

JohnFF made me curious about Drupal 8, but I use Aegir, so I worked a bit on adding D8 support to the hosting_civicrm component.

I was curious why CiviCRM-Drupal8 requires to be installed in the libraries directory? I patched core to remove that requirement (drupal/civicrm.install), and had no issues installing CiviCRM in the modules directory.

Except that /sites/all/modules is now just /modules
