Question but Not Sure where to post it

In addition to extensions, I am also very interested in automation. I will be providing hosting to multiple political / non-profit entities and wish to automatically provision CiviCRM. I am starting to work on an APS package, but am wondering if anyone else has and has shared that?

If there is a shared effort, I will happily contribute to it as opposed to cooking my own.

Let me know if there is a better place to post this as well, and my apologies for not noticing if so.

Automating deployments sounds like a bit of developer issue (or perhaps devops). I'd suggest the civicrm-dev list:
