Handling event partial payments

I have raised an issue (https://issues.civicrm.org/jira/browse/CRM-19872) regarding the way the first partial payment for an event does not show up in View Payments.  I have also investigate this with a view to solving it and various related issues.  It seems that the first partial payment for an event is handled differently to subsequent payments, and may even be recorded differently.  Should not all payments be handled in the same way?

No doubt those who designed CiviEvent have some thoughts about it.
