CKEDITOR not showing new buttons

Hi, Two questions:Using CIVICRM 4.7.14
1. Dont see any new buttons added to the options, when selecting a plug in from the drop down.  is there another step here?
2. how to add a new plugin that's not listed in the drop down. where is the plugins located?

Just checked the DEMO site and it DOES add the icon into wysiwyg when adding the plugin, but doesn't seem to work on my site.  Any ideas?
