Language Swinglish?

I have installed localisation and configure German.
Now my civicrm speaks swinglish (mixture of English and German). Some of the texts are indeed German, but half of the form and link labels remain English, as does the help text.

How and where to correct it?

Sawjer,

This basically means that German translation doesn't provide all the German equivalents of English strings that are being displayed by application. If you look at our translation server, on German language page (http://translations.civicrm.org/de_DE/civicrm20/), you'll see that this translation is merely 45% complete. You can change it by helping in translation effort. Good place to start going down this path is skimming through this wiki page: http://wiki.civicrm.org/confluence/display/CRMDOC/CiviCRM+Localisation#CiviCRMLocalisation-HelpingwithCiviCRMLocalisations and also potentially coordinating with other German translators through this forum.

I will add some of the missing translations.

Can you tell me, where the garbled Characters in place of proper German "Umlaute" come from. It looks as if it could not understand UTF-8

Where do you see garbled characters? (The translations should be in UTF-8, so most probably the place you see this garbled text does not display the contents as UTF-8.)
