I don't understand the difference. This for an association and I am trying to figure out how to best add advertisers, associates or the like who might not be considered dues paying "members."

Contacts are all the entities having contact type as either Individuals, or Organizations, or Households .
Whereas Members are the "Contacts" which are assosiated with any organization(s) as a Member. The section in CiviCRM dealing with member is called CiviMember.
CiviMember allows you to track and manage memberships. You can:
- Configure any number of membership types or levels for one or more organizations and/or chapters of an organization.
- Customize membership statuses and rules.
So every Member is a contact.
