Global Settings Won't Save After Upgrade to 2.04

I just upgraded from 1.9 to 2.04, and initally everything seemed to work fine, but I've been fighting a couple problems all morning.  First, it keeps telling me that HTTPS is not enabled on the server when it has been enabled all along (see post in CiviContribute forum), but now some of my settings won't save.  For some reason I lost all my Global Settings, but when I try to reset them and save them, they won't save.  For instance, under Enable Components, none are enabled.  If I enable them and hit Save, when I come back in, it is asif I never did anything in the first place.

However, another weird thing is that even though I have all the paths set in ResourceURLs and Upload directories set properly, the Administer CiviCRM page still displays without all the graphics, as if they were set incorrectly or not at all.

Am I missing something somewhere?

Not sure if the "https" in url is the cause. Have you checked without using https, i.e in normal case does it work properly ?
(Just to make sure it's not related to your "https" problem)
