Is CiviCRM the right tool for us?

We are a small non-profit organization created to facilitate communication between state radiation control programs.  What I would like to be able to do with our website is the following:

Have a public section that anonymous users (non-m,embers) could see.  This would mainly be static pages with limited dynamic content.

A members only section for registered users approved by the administrator (me) consisting of regular members and the Executive Board. This would be a few static pages with more dynamic content.  The dynamic content would be added by the Executive Board and other members would be able to comment.  There are no dues or membership renewals.

We have an annual meeting that is attended by members, non-members and exihibitors that would register on-line and would pay the registration fee either on-line, by mail or on-site at the meeting.  The meeting consists of plenary sessions, break outs, training and a night out, we would want each attendee to indicate what events at the meeting they will attend.

There are other smaller events (i.e. meetings) that the Board attends which would be posted on the site with registration limited to the Board and a few select individuals.

The only funding we receive are the annual meeting registration fees and a few unsolicited contributions from exhibitors.  We don't do any formal raising.

Our current website is at www.agreementstates.org which is mainly static pages with an online meeting registration app I wrote.  I have installed Drupal 5.7 and CiviCRM 2.0 on my development server at home to play with because I'd like to simplify administering the site (read, minimize the manual html and php coding just to add content).

Is CiviCRM the right tool for this application?  If not any suggestions as to what I might use.  If so any help in getting such a site up and running would be appreciated.

CiviCRM running under Drupal or Joomla should be able to handle the requirements as you've described them. CiviCRM+Drupal would be a bit better suited since you need some specific permissioning for Events which is not do-able in CiviCRM+Joomla.

Obviously Drupal can handle your "static" and "dynamic" content requirements :-) Given that "memberships" are not associated w/ dues (and it sounds like you also don't have specific periods / renewals for membership) - you would probably NOT use the CiviMember component. You would just create a Members "Role" in Drupal and assign Drupal users to that role as they're approved. Then you can grant access to various content "by role".

CiviEvent should be able to handle your annual paid event - you can use custom fields embedded in the online Event Registration page to collect the info you need. However, you'll want to play with that a bit because CiviEvent is not (yet) sophisticated enough to handle very complex conference registration scenarios.

Thanks for the information Dave, its been very helpful.  I'm going to continue playing with CiviCRM and other modules to see what will work best for us.  I won't be converting the present site until after our annual meeting in August so that gives me time to learn about Drupal and CiviCRM.
