In the other contribution section, I can't even get the 'no thank you' to show up...it says 'other amount' instead. but maybe you are talking about the 'Thank you gifts' or 'premiums' section, where it in fact does say 'no thank you'.

In any case, you should be able to change the wording of any of this by copying and then editing a custom template file. On the page that you see the 'no thank you' on, do a view source in your browser and search for '.tpl'. That will show you the file that you need to copy to a custom templates folder and then change. If after doing this and you still can't find the exact place where to change 'no thank you', post back (maybe with a screenshot) and include civicrm version.
