"Two locations cannot have same location type" error when primary changed

Our installation has the option of two additional locations.  When "New Individual" is selected, the default primary location is set as work, the two additional locations seem to be pre-defined as home and main.
If the primary location is changed to home, when the entry is saved an error message is generated saying "Two locations cannot have same location type".  Obviously there is another location already defined as home, even though it is completely empty.
I have tried this on the demo and the same problem occurs. 
I searched and found the following bug: http://issues.civicrm.org/jira/browse/CRM-2116 which is marked as closed.

It is quite a superficial problem, that can be resolved by scrolling down to change the additional location from home to something else. This does make data entry more complicated than it needs to be and means that some staff don't feel confident to do it.  We could just remove the additional entries, but a small proportion of the individuals do have multiple addresses, and ironically they are the ones that we have more contact with.

Is this a problem that other people recognize ?

i've filed and fixed: http://issues.civicrm.org/jira/browse/CRM-3292

I think the solution of not setting additional location types is better than our current default of throwing an error message when location type is empty
