I think will be super easy to add the function callto:// to phone numbers, lke emails have mailto: and links have http://
this can permit also to track when phone call stat and approximately the phone call end when you save the data about phone call.
If this will not being developed soon in this comunity, it is possible that I'll pay a developer for this, but how I can put this compatible with future updates, to not became made recoding my code anytime civicrm has updates, we could add this option to main core? I eed some special helps for this?
it is easy to understand or I have to do some sample slides to explain it better?

Your developer can create a custom version of the Contact Summary screen and add the callto: link there. The template is templates/CRM/Contact/Page/View/Tabbed.tpl

I suggest to add a green button with callto:// function for phone numbers not using the STOP icon http://www.goldenweb.it/software/immagini/icone/computer/web_icons/Web%20Stop%201.bmp
in this way we'll be free to do a phone call by voip with a click, instead to do copy and paste into the voip software eachtime.
