RFP (worldwide): OpenEvsys > Open source human rights database

I'm Tom Longley, a project manager for a Geneva-based NGO called Human Rights Information and Documentation Systems (HURIDOCS -
http://www.huridocs.org). We work with front-line human rights organisations worldwide on the management of information about human rights.

A key tool that HURIDOCS uses is WinEvsys, a Microsoft Access database used to record and analyse data about violations of human rights. It uses a relational database model, a set of extensive forms and controlled vocabularies developed by HURIDOCS. Prominent human rights organisations around the world make use of this critical tool to track perpetrators, and identify trends in patterns of violence.

We have decided to re-engineer WinEvsys as a web application, which will be released under a Free Software License, with improvements in the following areas:

-- Usability and user interface
-- Flexibility of deployment, particularly for large, distributed organisations
-- Display of search results, including better tables, timelines, and maps
-- Security, including user management, record audit, database encryption

We want to contract a technology partner - whether a freelancer, or a company - to carry out this critical work. The contractor will work with us to develop a detailed software specification around the current data model, lead the development and testing process, and
support a number of pilot installations.

It would be great to see if Drupal/CiviCRM could accomodate our requirements, since they share similiaries at some quite fundamental levels (check out the UML of our data model, in particular).  If it looks possible, then get in touch!

The project is fully financed, and we can meet competitive, commercial rates. The deadline for responses to our RFP is 15 August 2008, and we will contact shortlisted persons or organisations by 25 August 2008. We welcome responses from anywhere in the world.

I don't know if this can help, but also drupal is using tags with controlled vocabularies:
