Legislative Districts

I have taken a look at the documentation provided for "Complex permissioning for organizations with local groups (i.e. political orgs)"

I am looking to accomplish something similar except withing the framework of US Federal & State Legislative Districts.  I am not aware of a free/cheap (& up to date) data source that provides the zip+4 > legislative district mapping.

Is anyone aware of a way to have the system flag new entries for administrative (human) intervention to determine and complete the district info?

Mike
