Cannot copy file during installation

I did everything as said in Wiki, but I get this error during the install:

Code: [Select]
It was not possible to copy the selected file.
JInstaller::install: Failed to copy file: ~/administrator/components/com_installer/component/com_civicrm/civicrm.php to ~/components/com_civicrm/civicrm.php


My info:
Joomla! 1.5.4 Production/Stable
PHP: 5.2.3
MYSQL: 5.0.51a

Open_basedir is off
Safe mode off
register globals off

Oh, Safemode and register globals was on :O , ops.

Ill turn it off and try again,
