We are part of a non-profit org that pays out contributions more so than receiving. We pay out to individual members. Does CiviCRM enable us to track the activity of these contributions by member? Thank you.

The "CiviGrant" component that's included in CiviCRM was designed to provide simple tracking of "grants" requested and given to constituents. This component is not enabled by default - but you can easily "turn it on" from Administer CiviCRM >> Global Settings >> Enabled Components.

If you want to explore it a bit and don't have your own CiviCRM installation yet - I've enabled the component on our public sandbox so you can try it there:

Login as:
user = demo
password = demo

You can then navigate to this page to try entering a new grant - and explore from there:
http://sandbox.civicrm.org/civicrm/contact/view/grant?reset=1&action=add&cid=83&context=grant
