If I select a profile to be added to the bottom of a contribution page it automatically puts it to the top. I can not place a single profile on the bottom without first placing something on top.

There was a bug in 2.0.x with this in some contexts (not sure of the exact use case). We have fixed it in 2.1

In 2.0, you might want to edit the db directly and change the 'weight' column for that profile in civicrm_uf_join table to 2. that should fix the issue
