I checked that civicrm import .csv files with , and "," but not with ;
Instead for example vtiger and sugarcrm permit to choose if import with a separator or another
I think will be better to explain this important detail on wiki-documentation of civicrm, especially because 90% or more files .csv coming fro ms excel are with ;
Or bette again, add the option to choose the fields separator.
