This is probably not new to 2.1 - I haven't been using price sets in 2.0 but I found it confusing in the sandbox.

I thought the 'text/ numeric quantity' field was there for adding in the amount you wanted to pay so when trying to add people to an event you could enter the amount they would pay. I get it now and if you set it to $1 you effectively would get what I expected. I would be inclined to describe it as 'numeric quantity (text field)' to make it more intuitive.

I successfully added a negative number (which is useful for partial refunds but I'm not sure if people would always want this to be allowed)

I though it was showing up wrong in the custom report but when I went back to it I got:
