Form validation on new contribution page Step 8 of 8 "Widget" incorrectly requires the "About" field to be filled in even if the Widget is not enabled.

To recreate on the sandbox:
1. Create a new contribution page, proceeding through steps 1 through 7 with close to default values
2. On the widget page, keep the "Enable" check box cleared and hit "Continue" button.
3. Observe that an error occurs: "Please correct the following errors in the form fields below:    * About is a required field."
 
Desired behaviour is not to validate form fields that are not enabled.
