Drupal 6 /files directory

I just installed the 2.1 alpha3 on Drupal 6.4 without problems so far.
However one thing I noticed is that the installer documentation notes that Drupal sometimes fails to create the /files directory. My understanding is that this directory has been moved into /sites/default (and appropriate /sites/* dirs), so I'm wondering if it might make sense to follow along and do the same.
