Error Notice I Can't Figure Out

I get the following error notice on my installation:

user warning: Smarty error: unable to read resource: "CRM/common/footer.tpl" in /mnt/local/home/adminmary/pddcadmin.org/sites/all/modules/civicrm/packages/Smarty/Smarty.class.php on line 1095.

I can't figure out what this is--I haven't been able to find it anywhere. The database appears to be functioning correctly (except for some importing oddities that don't appear connected).

Doe anyone have an idea what this means?

First confirm if the file - civicrm/templates/CRM/common/footer.tpl exists. If yes make sure permissions on that file (or its parent dir) are not too strict.
