Can't figure out how to subscribe to groups

When I sign in a user, I can go to the Contact Dashbord.  On the dashboard I get this message:  You are not currently subscribed to any Groups.

How do I get the user subscribed to groups?

Don't you see any "Join a Group" option just below that message ? If not probably there are no groups created which you could join and hence you don't see that option.

When I changed the View option on the Group to Public the groups appeared on the dashboard.  I wanted the groups to appear only to an authorized member.  I guess I will figure that out later.

I am really happy with how CiviCRM works so far and I will be happy when I understand the sysem well enough so that I can understand the inline comments and documentation.

My next task is to provide access to contact lists for a certain group of users.  I have a group called "Board Members" and I want them to have access to the contact functions for updating contacts, viewing lists and making lists etc..  Any hints on doing that will be appreciated.

You should check out what can be done with the CiviCRM Profile search and listings features:

Depending on how much functionality you need for Board Members - you may be able to accomplish this with Profiles - and use the built-in Joomla menu item access controls to expose links to these Profile(s) for the appropriate users.
