Do I need to do something to make the wysiwigs work on my upgraded site? They don't look anything like the sandbox ones do (i.e. no buttons & some odd stuff - at least within civiEvent event config)

You need to configure the wysiwygs in  Administer CiviCRM › Global Settings  › Site Preferences
and select your favorite WYSIWYG Editor  :).

Yeah - I did that but I don't get the same buttons as the sandbox.

NB - there are a few other things that look a bit different - e.g. the Help tags are all expanded on mine but not on the sandbox.

What's your CiviCRM version ? There was an issue for wysiwyg editors with Safari, which was fixed in beta4

Beta 4 - the latest. I'm using firefox and I am using another tab in the same browser to view the sandbox which does work

Can you clear your browser cache & try. Also may be delete template_c folder ...

I think it's this line in the view source
   var dataUrl = "http://localhost/html/index.php?q=civicrm/admin/event&snippet=4&type=" + type;

I don't have an admin folder under civicrm.

Will do a screenshot when I'm not holding a baby to show what I mean by 'odd'

Url's are never same as folder structure, so its not an issue.

This is on WAMP 5 -
civi 2.0.4 upgraded to 2.1 beta 4 and Drupal 5.7 upgraded to 6.4

Looks like resource urls are messed up. Can you confirm you have correct Global Settings >> Resource Urls.
