civicrm.settings.php just wont die

So, I wanted to upgrade from 2.1 beta 3 to 2.1 beta 4, but with a clean slate. Since I think I am pretty confident in how to use the program and this would erase any test data (such as the marriage thing and all contacts, etc) I figured that getting rid of civicrm completely and starting over would be the best thing to do.

Well, I can't delete it!

I was able to uninstall everything from the sites/all/modules folder, however all of civicrm's files under the sites/default folder (such as civicrm.settings.php and whatnot) will not delete. When I delete them using Fetch, it claims I don't have the required permissions (although I changed them to 777....) and if I use Cpanel to delete them then they delete... but them reappear!

I contacted my host but the particular guy I got is a complete retard (so, I'll try again because they have had some people there who were great help). In the mean time, would anyone here have any ideas on what I can do?

If you are upgrading 2.1 beta 3 to 2.1 beta 4, so need to just overwrite sites/all/modules/civicrm folder with latest.
