Help fix error in DAO.php on line 248.

Hi Everyone!
I have installed package CiviCRM: civicrm-1.7.9821-joomla-php4 on machine local run php4 by manual. Install successfull but i have message don't copy file civicrm.xml, when i click on component civicrm then have massage:
