Add "Brussel" in civicrm_state_province

Is it possible to add "Brussel" to the table civicrm_state_province (county_id = 1020)
I didn't find a way to do it with administer civicrm.
When I added a new record directly in the database, I get some errors when updating 2.0.3 to 2.1 beta 3 (concerning FOREIGN KEY CONSTRAINT)

I am assuming you mean country_id = 1020

Have you added "Brussel" in your 2.0 db ?

It does indeed seem that Brussels was missing from the Belgian province list. I filed CRM-3609 and fixed this for both 2.1 and 2.2.

You most probably added Brussels with the id that we used for some other state in 2.1. The ‘official’ id is 5217 (as per r17233). Let me know if you need help with upgrading your database to the ‘common’ numbering.

Thank you all.
I learned:
- civicrm community is really fast!!
- there is something like ISO 3166 and you cannot ignore it

For me everything is clear now.

I expected to find "Brussel" in beta 6 demo but it doesn't show up when editing a record. Belgium is selected for the regions at "administer civicrm" > "global settings" > "localization"

That’s because demo was running from an old database dump (that lacked Brussels) instead of being a fresh beta6 install. I updated it to carry Brussels (so it reflects how a fresh 2.1.beta6 install behaves in this regard).
