It is possible to administer different users that on the same civicrm administer different contacts in different groups (or in different tags) using also civimail ? if yes, how to configure it?

Have some sub-adminisrators who can see only them contacts and not contacts of other sub-adminisrators, it is possible?

Yes, you can allow users having specific roles to be able to see contacts belonging to specific groups only.
