Missing graphics

We are a Community Association using Civicrm.  Recently, am not sure if it was the upgrade or when our webmaster moved us over to a new server we lost a lot of the UI or graphical interface.  We're also unable to see the tabs that tell us how to add an offline contribution.  I'd also like some guidance on how to fix this problem.  Any suggestions would be helpful.

hey arthur:

1. Can you update your forum profile information (see link in header towards top of page) with the version of civicrm / cms etc you are using

2. You might want to goto administer civicrm >> global settings >> urls and fix the urls there to point to your new server/location
