So, What I'm getting is CiviCRM 2.1 / Joomla 1.5 unusable on GoDaddy. Correct?

So, from what I'm reading here, as well as my trying to muck around with the installation, is that on a GoDaddy shared server, nobody has yet been able to get the latest CiviCRM and Joomla 1.5 installed and working.

Is that the case? 

If not, please point me to updated installation instructions as the ones on the install page clearly aren't working for myself and many others.  If so... well that's a different decision.

For all intents and purposes, yes.

If you keep wrestling with it, is there a chance you'll get it installed? Eventually.
But it's far better to move to a more usable host.
support CiviCRM through 'make it happen' initiatives!

I had a lot of struggle with ThinkHost, but have now solved it.  See

They were very gracious and willing to suspend the normal account limits to allow an install to occur at night.  However, I didn't want to have to do that every time I had an upgrade, and found a workaround instead involving removing files from the install package and FTPing them in place afterward.
