Server question doing imports...

I will look this over more but just wondering if someone could save me some time.
Two servers.
1. ubuntu
2. centos

#2 cranks on imports
#3 is slowwwwww

Same hardware so I am sure it is the conf files. Just not sure which one php or apache.
I will diff and compare but again if anyone knows off hand it would help.
