Enable "View Change Log"

I have been trying to get the "View Change Log" link at the bottom of the contact record to work.  At this moment the page just refreshes.  Is there an option somewhere that I am supposed to enable.  Thank you.

Mine is working fine on 2.1.  These are the things I would try:

1. In CiviCRM > Administer CiviCRM > Global Settings > Site Preferences make sure that 'Change Log' is checked under 'Viewing Contacts'

2. When you are looking at a contact summary page, do you see a tab that says "Change Log". If so, when you click it does it work?

3. If neither of the above fix it, can you replicate your problem on the demo site? demo.civicrm.org

Altho not too critical - this is actually a bug. The link should be hidden if the Change Log is disabled. I've posted a fix for 2.2:
