Same membership types available across different organizations

Is there any way to make the same membership types available across different organizations?

I'm assessing CIVICRM as a possible solution for a District Scout Directory.  Within the district we have a number of groups, which I have set up as organizations, each group has the same membership type for example: Scout Leader but CIVIMember is only letting me set up the membership type once.  I need to be able to do the following:

1. Personal record for each member, indepentant of membership
2. Member able to maintain their own details
3. Member able to belong to multiple groups (organisation) - for each group they belong to select their membership type.  For example membership of 'Group 1', 'scout leader'; member of 'District team', 'executive member'.
4. Directory - user pages to view members of each group (organization) and their membership type.

All memberships would be treated as free because they will be manually managed within the separate groups

I've looked at using groups/tag and cannot think of a way to use these because I need restrict the membership type within the organisations, I'm not sure relationship will work either.

Can you accomplish the same thing using custom data on relationships, so:

1. each contact will have one (or more) relationship with one (or more) orgs. The custom data will indicate the type of the relatioship. you can also have start/end dates on the relationship

2. You will need to write a couple of custom searches to get your listings. You can use these custom searches to form smart groups and then display those smart groups via profiles

Is relationship not available within search builder?  Is that why you said to use custom data or am I just missing it somewhere?  It would be strange if relationship was not searchable, sort of reduces its usefulness? 

If I have to use custom data then could I set all membership types at district level and use a custom data field within membership to capture the relevant scout group and then use the search approach from there.  Don't understand where the smart group comes in?

Your use  case seemed to be a better fit to the relationship model with a custom data field rather than the civimember model (IMO)

Search builder is pretty limited, so you most likely will need to build custom searches. You can also help improve search builder and contribute functionality to increase its usefulness

using a custom data field within membership to identify the scout group should work also.
