CRM_Utils_Error references (small patch)

While debugging some "Could not find valid error for ct" issues which we are experiencing, I noticed there were two references to CRM_Utils_Error methods in the 2.0 and 2.1 codebases.

I can't find that class defined anywhere, and believe it was renamed to CRM_Core_Error somewhere between 1.1 and 2.0.
