I downloaded UnxUtil from here
http://transact.dl.sourceforge.net/sourceforge/unxutils/UnxUtils.zip

Extract it somewhere onto your system.
start a command prompt, cmd.

run chmod, adjust below example to your directory structure

D:\zDel\UnxUtils\usr\local\wbin>chmod -c 777 D:\wamp\www\drupal-6.5\sites\default
