Syncronizing Mail-merge tokens and Address Formatting tokens

I've hacked my way through the CiviCRM core a bit, and have found that the tokens for mail-merge are different than the tokens used for customizing address formatting and mailing labels.  My NPO uses both features fairly frequently, and it would be nice to have the two use the same system, and to have the customization that is found in the mail-merge tokens to be integrated into the address formatting.

Would this be possible?
