Contribute custom fields are not visable to guests

Hello -

We are trying to implement a scholarship page as a part of our new member sign-up system.   We have created a separate "contribute" page that looks great.  However, we are having an issue that you must be logged in to see half the fields.   I have checked all of the permissions (drupal and civic) that I can think of, but it is particularly puzzling since half the fields DO show up. 

Any advice?

Make sure "access all custom data" and "profile listings and forms" permissions are granted to Anonymous role under Drupal >> Admin >> User Management >> Permissions (or Access Control for Drupal 5.x).
