<hrd> element in schema

What's the significance of the <hrd> element that appears on some fields of the schema in 2.1?  It seems to cause the field to not appear in the generated code.

This is a hack for one of our client projects (which needed some additional db columns). We need a better way of seperating our client project hacks from the core, but a wee bit hard since those project fund a fair part of civicrm development.

Basically anything with <hrd>1</hrd> is included only if we are doing a build for HRD (human rights defenders)
