I want to delete Primary Location Block in New Contact Page.

So you don't want to track mailing addresses in Civi? That's kind of the whole point, isn't it?

Actually i am using Custom Fields.
I want to delete the Default Block of Primary Location.

Use template overrides to modify the appropriate view and edit templates:

CRM/Contact/Page/View/Basic.tpl
CRM/Contact/Form/Edit.tpl

Look for the "location block" in each. I think if you actually delete the blocks from template, it will break the script. I would just wrap them in a div with a style display:none to hide them.
