I have created a Custom Search form for use in a public page, listing only certain contact information. All is working well, but I do not want the public to be able to access the "Find Contacts", "Advanced Search" and "Search Builder" tabs on this form.

There does not appear to be a "switch" I can turn on or off in the tpl files, or in the php file.

There is no interface to do this. You will have to manually hack the code.
You can edit templates/Menu/Contact.xml, and remove basic, advanced and search builder. Then do menu rebuild; http://....../civicrm/menu/rebuild?reset=1

Since your forum profile is not updated with CiviCRM version, i am assuming you are using CiviCRM v2.1

We have version 2.0.1

If I make this change, will it affect all searches? I only want to affect the public search/listing screen that I created.

I guess for CiviCRM v2.1 you will have to modify CRM/Core/Menu.php
