its not trivial to do so in 2.1 and prior. we are changing to a simpler model in 2.2, using chained selectors (http://www.codeassembly.com/Simple-chained-combobox-plugin-for-jQuery/)

thx lobo.i m trying to hack the code tpl,php as well as dojo. if i will be successful, i will create post here

you can check our mods for 2.2 here: http://svn.civicrm.org/civicrm/branches/multiValues/

the files are primarily CRM/Contact/Form/Edit.php, CRM/Contact/Form/Address.php and the corresponding template files

it will be very good option if can set simple list or dojo list from administor civicrm in 2.2
