Use CiviCRM to manage Loans to NGOs?

I'm looking to use CiviCRM to manage a loan application process to other NGOs.
I'm aware of CiviGrant but I've never used it so I was hoping someone with experience of this may be able to give me some quick pointers on whats possible.

I've outlined a workflow below and wonder how much of it could be handled by existing CiviCRM functionality?
Also is it possible to link word documents to an applicant/

Enquiry   

•   Potential borrower expresses interest
•   Basic contact details recorded


Response

•   Information pack dispatched to potential borrower
•   Follow up reminder


Application

•   Application and supporting documentation received
•   Basic checks of application details


Evaluation
•   Further correspondence with applicant
•   Meetings
•   Phone Calls
•   Letters etc

Decision
•   Application declined or granted


Completion
•   Setup client in Database
•   Pay loan
•   Repayment schedule
•   Ongoing communications or payment reminders

CiviGrant is still in a pretty rudimentary state, but I think it supports most of the workflow below. Of course the "devil is often in the details" so you should do some test-drives on a local install or on the 2.1 demo.

Two areas definitely "missing" ...
* You can't attach documents to Grants yet. This might get addressed in the 2.2 release (it's a candidate feature on the roadmap). Workaround is to attach them to an Activity associated with that NGO's contact record or using a custom field attaching directly to the contact record.

* In your Completion section - there's not structured mechanism to record repayments - so you'd need to improvise a bit (since the target is grants, not loans). Could potentially use the Pledge structure since it generates and tracks a payment schedule.

I'm not trying to run this person to the competition but would vTiger suit his needs?
