This is not a question but hopefully a solution to those out there who may have similar problem.

If you get a funky template behavior after an upgrade, admin links not showing up, and the footer information of CiviCRM displaying the wrong version number, I found that deleting the /files/civicrm/templates_c/* works to fix this problem.

I didn't see this issue directly referenced in any posts regarding templates_c although if you have been using CiviCRM a while you know that deleting templates_c is a good idea if you are seeing strange bugs on your site.

We've automated the template cache (templates_c) cleanup so it happens as part of each upgrade starting in 2.2. Hopefully that will help smooth things out for folks :-)
