Documentation on Contact Dashboard

Is there anything out there to help describe what this is and how it works? When I click on it in my CiviCRM admin shortcuts i get the following error:

Warning: Smarty error: unable to read resource: "CRM/Contact/Page/View/Userdashboard.tpl" in /usr/home/insaradm/public_html/test/administrator/components/com_civicrm/civicrm/packages/Smarty/Smarty.class.php on line 1095

Any help would be welcome.

Is this v1.7? if so what revision?

We have not heard of the below error on that page. I suspect something is messed up with your install. You might want to do a clean install and see if you can reproduce the issue

I get a similar error on CiviEvent as well:
